Why are the screen display tiles mostly black and white?

why is the screen display tiles mostly black and white?

my first 1520had issues that could not be resolved, at&t sent replacement, the display tiles are no longer colors, the majority of them are lack and white. I have tried everything, but no change.

Try settings /ease of access / high contrast = OFF
