Yes, you need an internet connection in order for most apps to work. However, the main functionality of your phone (call and SMS) is not affected by having or not having an internet connection. This is true for all smart phones.
You can always uninstall apps that you don't find necessary (except native apps, such as Messaging, Calendar). To do this, swipe to the App List (to the Right) from your Start Screen, tap and hold any app until a context menu appears. You can then opt to "uninstall" the app, which will permanently remove the app from your phone. You can always re-install the app from the Store.
Sound recording can be done with the native OneNote app. However, you could also download other apps that allow you to record sounds. You may perform a search in the store, or click this
link.
You may explore the files in your phone using the Microsoft
Files app.
