Cortana in avaliable in india ??

Hi folks,
i am staying in Kerala,India. when i tried to access cortana through my lumia 640xl, i get a message " cortana is not available in your region with the language you've choosen".
Does it mean its not available in india??

It's available for everyone, but you would have to set your phone language to English(United states) and your region to United States, English (United States).
This works for me, so i have Cortana, maybe there are other ways that i don't know, but this is how i got Cortana to work on my Phone.
