On the Windows 10 free installation page, in the bottom corner it says internet access fees may apply. I was wondering what this meant?

Just standard verbiage meaning even though it's free, it may in fact cost you something to download and use it, if your internet is not unlimited and you go over the limit.

It does not make YOUR internet agreement with your provider suddenly free.

If it would normally cost you to do what you are about to do that cost is in effect. Microsoft pays no overage or usage charges for you.
