Is MS limiting one windows 10 per login acc?

I am confused. My desktop has updated itself to windows 10 last night and so far both of my tablets (sp3 and Toshiba) are still on win8.1. Both are the same login as my desktop. There hasn't been any auto updates. I even tried force update, and nothing.

Are they just limiting one windows per login??

It should not be. You get the same as what you are currently licensed for, just converted to a license for 10. I don't have any word they changed from 5 devices per Microsoft Account.
