Cannot sync Outlook 2013 IMAP accounts after latest update for 8.1

I have multiple email accounts and the two that are IMAP will not sync any longer after the Windows update in July 2015. My ISP said it is not their problem even though they said others are having the same problem. I cannot find anything recent on this problem anywhere on the internet. I've tried all the fixes from past update issues that broke IMAP accounts but none of them work. I've tried uninstalling the update and that did not work either. Does anyone have a solution?
