Is this setting stopping Cortana?

I like Cortana, been using it on my phone for a while now and cannot wait to get it on my computer. I did a fresh install of Windows 10 Enterprise, I didn't go for an upgrade from windows 8.1 if that makes any difference.

I have set it up with the region as United Kingdom, Language as English United Kingdom and where possible everything else to reflect that I speak English and am in the United Kingdom.

Cortana still isn't available to me.

There is a setting under the speech settings that says English United States or something like that. Though when I click the drop down, there are no other options.

Do you know if this is the setting that might be stopping me from being able to get Cortana, and any idea on how I can add English United Kingdom to that list so I can select it?

All I know is that so far only US region and English are available for Cortana. Im from Europe too and I have to use US region and language to enable her.
