'service registration is missing or corrupt' when I run the windows 10 windows update fix tool?

windows 10 is downloading only critical updates. when i run the fix it tool it comes back with the above message. I also ran the win update hide tool, which shows there are updates waiting to be downloaded, but win update is not complying. Help please
