I am on Windows phone 8.1 on a Nokia Lumia 720. My capacitive buttons have stopped responding. As a result, i am unable to go back to the start screen unless i restart the phone. Is there a workaround?
Is there an app to do this-
    1) Create a constant notification in the notification centre tapping which will allow me to go to the start screen?
    2) Create a shortcut in the notification centre to access certain apps?

Yep... Reset with the Tool rules out software. Repair or replace. Sorry.

Already tried that! It seems to be due to hardware damage

Here is a workaround for anyone facing a similar problem ,i.e. touch screen is working fine, capacitive buttons are not responding, therefore you can't get back to the previous screen or the start screen. Its a temporary one but it will get you through until you get it repaired or changed.
    1) Settings can be accessed from anywhere by opening the action centre. Go to settings. Turn on Kids Corner. Now every time you want to go back to the start screen, just lock your phone, press the lock/unlock button, swipe right, open kids corner, lock your phone, unlock it and swipe up. If you do this, the phone will unlock on the start screen rather than the screen on which you were when you had locked the phone.
    2) Open settings, scroll down to network+. Open it. The app gives you the option to pin it to the start screen. Pin it. You are taken to the start screen. Now unpin it. Repeat the process whenever you want to get to the start screen.
    3) Open settings. Open any setting which has an option to take you to the internet explorer. eg. Open Ringtones+sounds, Tap on 'Learn how to add more'. In internet explorer, click on the three dots to open menu, pin the website to the start. You are now again on the start screen.
Of all the three, I find the 1st one to be the fastest or the least annoying, (with phone password turned off)
I hope they release an app similar to assistive touch like on iOS (the shortcut dot which can be placed anywhere on screen) for people who have damaged their physical buttons like in my case.
