What are these Folders and can I delete them?

What are these Folders and can i delete them?

There is 20GB and growing under the ATT Folder C:\Users\tk4901x\AppData\Local\Packages\microsoft.windowscommunicationsapps_8wekyb3d8bbwe\LocalState\LiveComm\e48cffaa4fdf49a3\120712-0049\ATT. What are these folders and how they created? Can they be deleted?

Go to settings -> System -> apps & features and have a look through the list, you should be able to find the offending apps and remove them.
