Cannot hard reset lumia 520

So, I've tried installing the windows 10 update for lumia 520, after downloading the update, it got stuck on spinning gears while installing.(Maybe due to corrupt download?)
After that I've tried windows recovery tool, it didn't help either.The tool downloads ~20 MB of 1.5GB and shows error.
I gave up on the tool.

While trying to hard reset the exclamation mark doesn't show up. The phone goes from AT&T screen to blank and then again to AT&T and so on.

Is my phone beyond saving?

Try the windows recovery tool again with a better internet connection. Alternatively try using Nokia software updater.
