So I let my father in law have my 640 he ended up not liking it so I went back to 8.1 because he couldnt remember his password with the intention of going back to 10 but when I reset my phone it's asking for reset protection and I can't get past it I've tried logging into the Microsoft account a number of times just says oops something went wrong check network my wifi is on can't log into his account no password it also asks for a Windows recovery key how do I get that

You need to log into his account, go to "Devices", and remove it from his account. When you remove that phone, it will show you the recovery key to use. It will also email him a copy of the key too.
