Windows 8.1 reports unusable RAM

I am currently running Windows 8.1, on an MSI A68HM-E33 motherboard. I have 2 each, 8 GB RAM, for a total of 16GB. On the "System" page, Windows shows that 16GB of RAM is installed, but only 3.46GB usable. What steps do I have to take in order for Windows to use all 16GB of RAM. Thanks.

Hit the windows key and type in "msconfig",

Go to the "boot" tab,

Click "Advanced Options",

Make sure that "Maximum Memory" checkbox is NOT checked.


Also, make sure you have the latest BIOS.
