Windows Central Question

So here's the problem I turned on selective startup and didn't select any processes. In doing so I bassically disabled the essential stuff, but after that I noticed some stuff was missing so I went over to the service programs, and enabled a couple of services. When I restarted again everything seemed fine until I got to the login screen Once reaching the login screen everything went slightly darker as usual, but the login prompt doesn't show up. I've tried to boot in safe mode by doing "Shift + Restart" however, it doesn't work and just restarts. My suspicion for it not working is because it says to "Restart and Update" or something like that.
