Windows 10 sync settings don't work

Windows Central Question

Hi,
I reinstalled Win10 Home the other day and since then, the settings sync does not work. It doesn't show my Picture when logging in, it doesn't sync backgrounds nor anything else, even though sync is turned on.
I tried:
reinstalling, didn't work
creating a different account, didn't work
toggling between accounts, didn't work
disabling antivirus, didn't work
tried different networks, didn't work
running the troubleshooting tool for MS Accounts:
Problems found:
can't connect to sync service
rootcauses found and created logs
some settings have sync turned off (though it isn't true)
I even tried reinstalling again, but a same result, even though i used a different installation medium with a fresh iso on it.
I can log in to my MS account inside apps, like Office, Edge, et. al.
Any help, please, help me make it work!

I am having the exact same problem, part of the reason I did the reinstall is because nothing is syncing between my 2 desktops, my laptop, and my windows phone.
I have searched and searched, but it seems the only info out there is about mail, calendar, and onedrive not syncing.
If anyone has any ideas, please help.
