windows 10 is stuck in safe mode.

This is a Toshiba Satellite laptop. I shut down on Thursday a Microsoft update installed. Now the boot looks like it's trying to load two startups. It switches between two desktops. I don't know for sure but I think kb30881424 is the problem which is causing my system to crash. The only way I can get into doing anything is by control shift escape and accessing my test manager. What is causing this conflict?
