Is there any Virus that messes with windows 10 firewall and to fix this

Before we start any conversation let me explain you guys the problem.

I went through the forums and did the following

1) Downloaded Network firewall troubleshooter. Did the diagnoses. It says another program is running but I cant find the name of the program or the program itself in the control panel.

2) Cant connect to the internet as all connections are showing limited.

3) Tried all the other ways of resetting to default, turn on notifications, etc.

Please help me !!!
