    Not for under $700.with those specs you're looking at around $1200, especially with pen support. You might find a second hand cosmetically damaged one for under $700.

    , take a look at 2-1 laptops with a amd vega proc/igpu chip. The igpu is twice as fast as intel hd while being a lot cheaper and smaller than dedicated gaming gpu's, while the proc is about similar in performance to the intel u series. The downside is not as good battery life as intel procs (still good for most people, but don't expect to the battery to last a full workday).
    What I found so far:

    * Lenovo Yoga 530-14ARR (not sure if this support pen input)
    * HP Envy x360 13 (possible a bit above your budget but seems to support pen input when looking at the images)

    You could also get a 2-1 with a 940mx/mx130 but they are a bit slower than the amd vega but still faster than intel (u)hd.
    Choices are (again not sure about pen support):

    * Lenovo Yoga 520-14IKB
    * HP Pavilion x360 14

    Finally a 2-1 with a mx150 might also be an option (iirc a bit faster than the amd vega chips). Only found this one:

    * HP Envy x360 15 (not sure if it has pen support)
