How to use Cortana outside of the US?

I'm sure many people would like to know how to use Cortana even though they're outside the US, or if it's even possible. I tried changing my region in the settings to United States, but it didn't work, I'm just getting the generic voice command screen, albeit a different one from in 8.0. Is this tied to your firmware region and all that or am I just doing this wrong?

You need to change the phone language to English. That worked for me. I tuned it back to Dutch (in my case) because i don’t want an English phone.
