I have a favorite web page that I would like to have as an app for my Windows Phone.. Similar to the WPCentral app,
where I can scroll the articles and it updates automatically etc..

How would I do that?

I'm guessing you mean, if you "pinned" a webpage, will it update (livetile)? If that is what you mean, no you cannot. Only apps in the marketplace can do that.

Your best bet is to contact your favorite websites support, and ask them to consider making an app for wp8.

No, i don't want to just pin it..

I want an app that will make it easier to navigate the page, play the audio or video files, update when the site is updated, etc..

Can I do that in Expression Blend?

Guess you mean "not as a web browser" right?
Like a rss reader but it fit specifically for the website?

I don't know. Most of the time rss reader can do the job, but not with videos and audios.

Correct!

Correct!

As I said in my original post, something like the WPCentral app.. Or the Engadget app..
or the IGN app.. or the Amazon or Ebay app.. An application that souces the website
to make it easier to navigate and updates and the website does..

Compared to all that is out there, I didn't think this would be hard...
