Developer Phone Registration wp8

Hello,
I recently bought a nokia lumia 720, and tried to register the phone for development.I keep getting the error saying that No Windows Phone 8 device has been detected and to ensure IPOVERUSB was running. i checked under services and IPOVERUSB is running.

*my system is running windows 8 pro 64bit.
*the phone is detected by the computer and is listed under file explorer for copying the files .
*the phones screen is unlocked.

I previously owned a samsung focus flash and it gave no trouble registering.

Restart your computer and your phone as well and see if it will unlock then if not post back.

Maybe another application is already using the necessary ports?
