Is edge on win10 pc the same as edge on win10 mobile ?

So, my carrier is adding starting to charge tethering to other devices. I have a question, how do they know when are you tethering and if this is based on a browser that you come to Internet, how will they separate from edge on windows 10 and win10 mobile ?

Edge isn't quite the same on mobile and PC. I think you'll be fine. Mobile Edge is still going to act as a mobile browser.
