Picasa expert needed

I have a Windows 7 laptop with Picasa installed with an email account with Outlook. Here's the problem. I can email multiple photos with no problem. After the recipient gets the photos perfectly, the recipient's email system returns the photos for some unknown reason. Does anyone know why, and if they do, what's the fix? Thanks.

Why do you refuse to use Google photos?

Picasa is done and is no longer supported as you have been previously been shown.
