Got Cortana to work on my Dual Sim 950 XL which was bought in Spain. In order to get Cortana working I had to change my region to the United States...By the way I am in the UK.
My speech language is English (United States) Default
Country/Region (United States0
Regional format (match phone language)
Date and time set automatically (UTC) Dublin, Edinburgh,Lisbon......
Keyboard UK..
Cortana now working fine for me.
It would not allow me to download UK speech it kept giving me errors .
