I have just been gone for a minute or so and when I came back to my surface this came up :/
Should I allow access or not, furthermore what is Microsoft Sync centre???

Never enable anything, even if appears legitimate, unless you know why it is appearing. If you have not attached any devices that would trigger Sync Center, it should not appear. In fact there are fewer and fewer devices at all that will trigger it since it is a legacy application. The only things I have left that will prompt it to open are Trimble and Mobile Mapper sub-meter accuracy GPS units that still run Windows Mobile 6.5. Other than some external devices, it is mostly used for syncing offline files. Do not assume something is legitimate, even if the dialog box appears to be an actual program, when it appears for no reason. It could be as simple as a software bug or, since you evidently were online, something much less pleasant. Trustworthy sounding dialog boxes are one of the favorite methods to plant malware, etc. on a computer. Again, unless you plugged in a device that uses Sync Center or have and older Offline File setup, don't assume it is real,
