Can a surface pro 3 support java and java programming?

Laptops and Desktops for sure has java installed, allowing it to have java programming programs (BlueJ, & Eclispe) to be compatible. It is questioning for those that are seeking Surface Pro devices that can be used for computer programming. So is it java programming compatible with surface pro devices?
