Why is my display having a seziure?

Windows Central Question

I have a Surface Pro 4. Recently, the display has been bouncing up and down. It's only the bottom half of the screen. The top half is stable. When I plug in to an external monitor the display on the monitor is stable but the SP4 display continues to shake. It moves up and down rapidly, like a seizure. I tried updating the display driver, but no luck.

Any ideas?

It could be a hardware issue. Does it happen on every program or just some programs?
