In regular Desktop windows 10, NET 3.5 was not installed and somehow when I tried to install NET 3.5 I cannot get it installed using most of the help files found while google.. even official MS site. It keeps saying missing reference assembly. I am trying to download and test JAWs 16 or 17. I believe NET 3.5 is needed for some programs to work like JAWs , possibly many others.

It's not installed by default. You just need to go to Turn Windows Features On or Off in Control panel and put a check mark next to .Net 3.5. It will then install it.
