Surface Pro 4, Fall Update and November Firmware Issue

I updated my Surface Pro 4 last week with the Fall Update and now my November 2nd firmware update keeps showing up in the updates. I installed it a couple of weeks ago before the Fall Update. When I try to install, it downloads and appears to install, but after reboot it shows up again. I can't find any issue in Event Logs, and the date of the video driver is 10/27/2015, which should be the right one? Anyone else have this issue?

Apparently, we do need to re-apply the November-2 System Update after installing the TH2. This is normal.
But why it's failing for you - I don't know.
