1520 Touch problem still exists after official 8.1 and Cyan (how to replicate)

I'm sure I'm not the only one that has the "touch" issue on the 1520, but I was able to replicate it a little better on demand.

When you unlock your phone by swiping up on the lock screen, if you try to swipe up on the Start screen immediately from the bottom of that screen, you will likely get no movement on the screen. If you swipe up from the top half of the screen you will likely get immediate movement of that screen.

It seems as though when the phone performs screen transitions that the top half of the screen gets its touch enabled anywhere from a half a second to a second or two faster than the bottom half of the screen.

This became really apparent with the new animated lock screens that were just released. With one of those installed (aka the first choice in the list of animated lock screens), if you unlock your phone, try immediately swiping up from the bottom multiple times rapidly on the Start screen once it becomes visible. For me, it doesn't register a swipe for almost 2 seconds. But the top half of the screen registers a swipe almost instantly. It does have a little more of a delay on the top half than it does if you use just a normal lock screen.

Anyone else experiencing this? Anyone have this issue and then get a new phone and have the problem go away?
 
The other part of the puzzle appears to be that if I have a lock code setup (even if it is within the time window of where I don't have to enter it), it is what causes this issue on the start screen coming from the lock screen. I just removed my PIN code for the phone, and now this problem is gone. That is crazy.
