My Lumia 630 got stuck on spinning gears after trying hard reset

So I had the 10166 build of W10 and wanted to do hard reset and then go back to 8.1. Tried the hard reset and since then my phone has been stuck on spinning gears, it gets to about 1/3 of the bar and doesn't move from there. Tried absolutely everything I could find on Google, just don't tell me my phone is broken for good

Use the Windows Device Recovery Tool to go back to a newly-flashed 8.1.
