How can I fix the operation stuck on spinning gears?

operation stuck on spinning gears....

I have lumia 525. When i try to Reset the device ,operation stuck on spinning gears.... How can i fix this??? I have tried lumia software recovery tools , window phone recovery tool and hard reset method but nothing works for me??????
