Settings Missing from Build 10136, how can I get them back?

Settings Missing from Build 10136

After I updated my Lumia 820 from 8.1 to build 10136, I know longer have Settings app. When I go to action center, I'm directed to Store, but it shows no app available. Any ideas?

When you go into the Action Center and you expand all the quick settings, does the "ALL SETTINGS" icon show up? If not, try a soft reset. If that still doesn't help, try a hard reset.

same issue on 635. "settings" both in action center and apps do nothing. some random settings i can get to, but otherwise - nada. no IE or spartan eithe so back to 8 i go...

Exactly. I had to hard reset my 635 for it to be functional. Since then, it runs smoothly and apps open as they should.

God damn this.
After settings missing, I hard reset my phone. Now that settings is back, Contacts app is missing
Even from the dialer if I try to open Phonebook, nothing happens.

Go to ALL APPS and pin everything back to the start screen.
