After update to windows 10 mobile build 10572 cannot use 4G and WIFI function

Devices that have updated from Windows Phone 8 to Windows Phone 8.1 may lose the ability to connect to Wi-Fi on Windows 10 Mobile Insider Preview builds or may fail to update to Windows 10 Mobile Insider Preview builds all together. You can use the Windows Device Recovery Tool to first update your device to Windows Phone 8.1 and then upgrade to the latest Windows 10 Mobile Insider Preview build

If you think this is not the root of the problem, try a hard reset first.

i have the same problem
mine upgraded to 10549 yesterday and since then there is no 4G and no Wifi.
I am not able to click on Cellular data, and for WiFi, i am not able to turn it on.
even the soft reset does not work (power+volume dn). it opens a messaging app.

Backed up all my data.
i did a factory reset from inside Settings.
now everything is working fine.
