How to upgrade to 8.1

I'm trying to upgrade but my microsoft.com account is tied to an old phone number. Am I stuck for the month until they release it or can I update another way?

What do you mean tied to a different number? I have had the same number all my MS life. What are telling you?

Just download preview for developers. I think developer account isn't required anymore and you can use any account. Open it, login and then check for update.

I used to live in San Francisco and had a 415 number. In 2011 I moved to Milwaukee and last year, I finally got a Wisconsin number. I forgot to update my old hotmail(microsoft) account with the new number. So, I wasn't able to register to be a developer.
