Strange charging issues

I recently got a used focus flash after my iPhone 4 bit the dust and I couldn't be happier. The one issue that I am having, however, is that it doesn't want to charge with all chargers.

If I plug my USB cable into the wall adapter for the iPhone the phone will not charge at all. It will charge using an old Samsung wall adapter, but it takes forever. I've tried numerous different combinations and most won't work.

Is this an issue with the battery or with the phone itself?

Have you tried charging the device with the Samsung charger for the Focus Flash, or did you not receive a charger from the person who sold the device?

I didn't get the charger with the device.
