New Windows Phone Application dialog box doesnt appear in create new app ???

Im a new in windows phone app design
I installed Visual studio 2013 with SDK 8 and windows store app .means I installed it complete.
but now when I create a C# windows phne app and enter it's name and click to OK to create it , It must open New Windows Phone Application dialog box to select windows phone version but it doesnt appear to select it's version .
where is it's problem ?
how can i resolve this problem and fix it ?
I installed VS Ultimate 2013 on windows 8.1 enterprise Evaluation
please help

but I have great problem in debugging WP app in VS that I think It's relate to confirmation dialog box and select OS preview ?
when I run app to debugging in Emulator WVGA 512MB and other state like (all state doesnt work (my other state are these : Emulator WVGA , Emulator WXGA , Emulator 720p ) ) it cant load WP OS and Conected to the network.
I waiting about 1 hour but I cant load OS and conected to the internet.
What 's it's setting in Hyper-v
I think most of all related to hyper-v network setting . do you know any about Emulator WVGA 512MB network setting in Hyper-v ?
If you Know please help me to fix and run it ?

I know it does that, I was referring to it doesn't do WP7.5 anymore. They apparently dropped support for older WP versions.
