Podcasts outside of the US

I have two questions:

1: Can I download podcasts from the store when I am outside the US in any way? I have tried changing my region but it still doesn't show up in the store.
I have tried downloading podcast apps, but I haven't found any that I like and function the way I want them to.

2: Podcast apps in windows 8 RT are terrible. Podcasts! crashes whenever I try to download an episode. Podcast bandit puts them into the xbox music library, and does not tell me which episodes I have heard before. Tunein radio doesn't have downloading capabilities. Are there any that actually work properly?

I am in the US, so I can only go by what I've heard about podcast support outside the US, and you don't really want to hear what I've heard. I've heard it's not good. One suggestion would be to use a podcast app instead of the Xbox Music app. The one I use is BringCast (BringCast | Windows Phone Apps+Games Store (United States)).

I've also used Podcatcher and Podcast Lounge. The difference is largely a matter of taste, IMO.
