Can't turn off shared connection

Seems that I'm able to disable shared connection (hotspot mode) BUT my laptop still see the LUMIA and it does connect if I try.

The icon on the notification center about shared connection is gone when I disable it, but once I connect from my laptop it's enabled again automatically???

I think this is the main battery drain problem on the W8.1, shared connection can't be disabled.
