using apps corner to set up a limited device (parental controls)

I would like to do the following: Buy a Windows Phone (with 8.1 update 1). Set it up with all accounts for person X, who is a child or employee. Set a whitelist of useable apps in apps corner. This should not include IE and should not include a video player. It should include phone/SMS/email/contacts/tasks/calendar/file explorer/user files/notifications in addition to selected normal apps.

Password it, put it on Apps Corner and GIVE it to person X PERMANENTLY. (I may update settings and apps every few months.)

Will this work? Previously I tested Kids Corner but this definitely would not work as it needs a password to be entered on wake from sleep, making it suitable only for lending YOUR phone to someone else for short periods of time. Ideally it should not only survive wake from sleep but also restarts and empty batteries.
