Can I develop something on my PC?

I have an old 2007 PC with 2.6 Ghz AMD Athlon 64 x2 processor, 1 Gb of DDR2 RAM and 256 Mb AMD Radeon HD 2600 graphic card. I can`t install Windows Phone 8 SDK due to Windows 8 x64 restriction and I have Windows 7 x32. Can I make an app for my phone (Lumia 620)?

You won't be able to code something for wp on that computer, but you could use the app studio I think http://forums.windowscentral.com/windows-phone-8-guides-how-tos/257737-how-create-your-own-app.html

Yes, try App Studio. you can see some examples on the Windows Phone zstore. just go to the "collections" section, scroll all the way to the bottom and click on "Windows Phone App Studio".
