1.cannot fully charge 2.the battery level never changes 3.no low battery notification

1.My sp3 can only charge to 99%
2.The battery icon displays "99% remaining " although I use it for more than two hours
3.because I don't know the REAL battery level, I really need a low battery notification. However, it always suddenly shut down.

My solution(step by step):
(When I got a new device, I should?)
1. use all the power stored in it originally (**Do not charge it in this step)
2.
(1)make sure that it doesn't have any power (That is, you cannot turn it on)
(2)charge it for Ten hours (**Do not charge/use it in this step)

Microsoft's costumer service specialist said I should "charge it to 100% ONCE A MONTH"
