1520.3 bluetooth not working

My lumia 1520.3s Bluetooth isn't working any more. It just stopped working, it used to work but then it gradually stopped pairing or connecting. I had someone swap out the Bluetooth chip for a working one and it still doesn't work. Ive tried updating it and hard resetting it as well... I am exasperated and running out of options. Any Ideas?

I would recommend starting a warranty claim, but I'm not sure how well that would go if you had a 3rd party install a new Bluetooth module.

Warranty is not applicable because it's a 1520.3
