1520 & PS4 & a non smart tv

I want to cast my phone videos to my non smart tv. My tv reads external hard drive but not my 1520.I do have a ps4 . Is there any way I can cast videos photos like tube cast on my ps4

I don't have a smart TV either. I use Project My Screen and it connects to my smart Blu-Ray player and shows on my TV. The smart Blu-Ray is a Sony and has an OS that looks like a modded PSP UI.

It is just a matter of having them on the same WiFi network.
