tl;dr you must be running build 14800 or higher (Slow build ring preferred). The Store says it needs only 10042, that is not true, it will not download and install.

I'm on the fast ring, I have to wait 24-48 hours so my system will start receiving insider updates, then I can try it.

I'm on the fast ring and just downloaded installed 3d Paint preview to have a peak.
Not likely something I would use but I will say it runs quick and flawless on my pc.
