521 cyan - live folders or not yet?

Does last official update enable live folders ? I can't create a live folder by moving one tile on top of another. Instead, tiles, like they always did, keep pushing each other out of the way, and rearrange themselves on the workspace.

The folders are only available at the moment to the dev preview users. Easy to sign up, create an account at appstudio for free, then download the preview for developers app, opt in, then go to settings/phone update, and download the dev preview OS.

Edit: Correction, the live folders should be on the new phones that ship with Denim firmware (830, 535 etc)

WP8.1 Update 1 after Cyan gives you folders. Which is on Dev Preview.
