640xl WiFi question, issue

Ok im on the slow ring update and my issue is odd I find that in my house WiFi is very slow but when I switch it on and off on the phone it works fine than back to slow till reset...any idea how to or why it's doing this even after hard reset.

Found the problem,was the provider lets just say that our router was going crazy plus we had a bad cable going from box to house so all good now
