If that's the case, it seems that AT&T is being punitive in limiting cyan to 8.0 users since Microsoft removed that restriction.

I know I'm a bit late, but AT&T isn't being punitive. Microsoft hasn't released the update for 920s that are on DP because of a major security flaw that emerges during the update process from DP. Something to do with bitlocker. They fixed it for some other phones, not for the 920 yet.
Just downgrade off of DP8.1 and then upgrade...
Also, wasn't the whole point of this because you didn't want to wait? And now you're deciding to wait? lol, just sayin

I'm installing it now. I was not home when the update went live.

The downgrade was fast with NSRT.
