950XL stuck on build .29, help

Please help. My 950Xl is stuck .29 build. It's duel sim unlocked, i have it on at&t. I tried restoring to the earliest build of 12-12-15 and it still loads with .29. I tried all the insider previews, then opting out of insider. I must have factroy rest this 3-4 times in the last 2 weeks, trying everything. Anyone know what I can do?

You tried using the Windows/Nokia/Lumia Device Recovery Tool? Just be warned, it will wipe everything and possibly update your firmware if you're in that region that is fortunate for a new firmware.
