A few questions regarding windows phone

I have webm files that an app can open. Except I cannot sync them via windows phone app for both metro and desktop. If I download them from the internet, they play through that app, but cannot be sync'd. If I download via internet, where are these files even located?

Also how come I can add/remove photo folders for the windows phone desktop app, but not folders for music and video? I can do that with the metro app, but I cannot seem to add files as folders and subfolders. I have to add them by selecting all, not by selecting which folders I want. Is there a third way to add files between pc and folder?
